With reference to Sir Andrew Caldecott's

531830 despatch, with enclosures, No. 658 of 26th November,

1936, I have the honour to inform you that the

Director of Medical Services has strongly recommended

the enforcement of compulsory pasteurization of all

milk sold in the Colony, as a result of which the

Urban Council on 11th May, 1937, passed a by-law on

this subject of which I enclose a copy.

It will be observed that the by-law gives

ample notice to enable small dairies to set up

pasteurization plants.

Before this by-law had been submitted to

the Legislative Council for approval, the Honourable

Mr. M. K. Lo, Chinese Unofficial Member of Legislative

Council, gave notice of certain questions to be asked

in Council of which I forward a full copy.

4.

As a consequence of these representations

I decided, with the unanimous approval of my Executive

Council, that further action should be deferred

until more was known of the findings of the Committee

mentioned in Mr. Lo's second question; and I shall

be glad to have any information which is available
